Building Plan Review and Inspection Services 

City of Lytle, Texas

The City of Lytle, Texas (“City”), invites proposals for the provision of Building Plan Review and Inspection Services by qualified independent contractors. These services include, but are not limited to, building plan review, contractor registration, building permitting, building inspections, and permit administration, as described in this RFP, along with knowledge of American with Disabilities Act (ADA) and Texas Accessibility Standards (TAS) requirements, and other related professional consulting and technical services typically required by a municipal building inspections department along with corresponding fire code review and inspections for the City’s remaining Fiscal Year 2023 (anticipated July-September), then a three (3) year term with up to two (2) one-year extensions commencing concurrently with City’s Fiscal Year 2023 - 2024 on October 1, 2023.  The ability to interpret and apply the City’s codes and ordinances, as well as to be familiar with applicable state and federal regulations, is critical in the provision of these services. Qualified consultants must possess all licenses, certifications, and permits necessary to provide the professional consulting and technical services described herein. Although the City desires these services to be provided by an independent contractor as soon as possible, the start date may be adjusted to a later date based upon the outcome of this RFP process. 

The City is requesting sealed proposals submitted by qualified independent contractors will be reviewed by the City’s Selection Committee. The Selection Committee will identify a preferred proposal from all proposals and will forward that proposal to City Council for consideration and formal approval.
